You stick a needle or a thin nichrome wire in a quartz capillary tube and, some distance down the tube, a metal washer (or piece of brass tubing with no sharp edges) around it. Then you power them with a ZVS driver and flyback transformer, and blow argon through the RF spark between them. After 17 attempts over a year, he finally built a practical version. A delrin spacer kept the high-voltage electrode from directly touching his outer acrylic tube; a similar teflon spacer kept the “washer” from touching the acrylic.
