Looks like they’re using single-point brazed-on tungsten-carbide tools (or would they have to be diamond?), but I wonder if you could do this with a star wheel. Quite an impressive spray of stone fragments and dust! The stone is epoxied to a flat ring (presumably steel) that gets chucked up in a 3-jaw lathe chuck. At the end the dude finishes it off by hand with a tool brazed onto some rebar rested on a 2×4! They saw the base off with a large abrasive saw, and some cuts with a huge angle grinder form a decorative octagonal rim.
