#Switzerland requiring all new government software to be open source by #SJVN: “Federal Law on the Use of Electronic Means for the Fulfillment of Government Tasks” (EMBAG) (...) requires all public bodies to disclose the source code of software developed by or for them unless third-party rights or security concerns prevent it. (...) In addition to mandating OSS, the EMBAG also requires the release of non-personal and non-security-sensitive government data as Open Government Data (OGD).” Passed in 02023. #history

#IMF Working #Paper No. 2024/085, on #Bitcoin cross-border flows. “The magnitudes of the estimated Bitcoin cross-border flows are sizeable with respect to several countries’ GDP, especially in those which experience relatively small capital flows. (...) Graf von Luckner et al. (...) find that Bitcoin has become an increasingly important channel to send remittances and evade capital controls in emerging markets [poor countries]. (...) LocalBitcoins flows are smaller in magnitude, reflecting that they capture transactions from a single exchange only. They can still be sizeable, however, for some countries with the upper quartile ranging from 0–1.7 percent of GDP on average over 2017–2022. It is worth noting that the distribution of Bitcoin cross-border flows is skewed to the right with the Seychelles registering the largest Chainalysis inflows of 2.5 percent of GDP followed by Venezuela with 0.8 percent of GDP and Moldova with 0.7 percent of GDP on average over 2019-2022. (...) As highlighted by IMF (2023a), policymakers aiming to manage capital flows should ensure that capital flow management regulations cover crypto assets. From a more structural perspective, it is certainly also important to address the [underlying] imbalances which manifest in exchange rate pressures, since the usage of crypto assets would represent just symptoms of the imbalances.” #toread

#SEIA touts #photovoltaic installations increasing in #USA in 02023: “For the first time in history, #solar accounts for over 50% of new electricity capacity added to the grid.” But it was still only 32.4 gigawatts! And of course its capacity factor is lower than the other 47%. Abigail Ross Hopper touts “helping America’s solar module manufacturing base grow 89% in 2023,” which would be great if were in the ballpark of China’s pricing. And also that manufacturing capacity only grew “from 8.5 GW to 16.1 GW”, presumably per year. #energy
#China government PR on how they grew the world’s renewable #energy generation capacity 50% in 02023 to 510 gigawatts. “According to Qin Haiyan, secretary-general of the Chinese Wind Energy Association, clean energy, including wind power, is being preferred in China, not only because it is “green”, but also because it is cheaper compared with traditional fossil fuels, including coal. (...) Power generated from renewable energy sources such as wind and solar now accounts for more than 15 percent of China’s total electricity consumption.” And presumably about 5% of its energy consumption. “Despite unprecedented PV manufacturing expansion in the US and India driven by policy support, China is expected to maintain its 80 to 95 percent share of global supply chains, [the IEA report] said.”
