HTML 4.01 specifies an "optgroup" tag. Here's their example.
In Mozilla 0.9.6, it all works except for the "label" attributes. The sample in the HTML spec uses cascading menus; Mozilla uses indentation an boldfacing within a single menu. In links, it actually displays as cascading menus.
